    Public debt sustainability. An empirical study on OECD countries

    For a panel of 21 OECD heterogeneous countries from 1991 to 2015, we study governments’ reactions to the accumulation of debt and look at whether governments voluntary take corrective measures when the debt-GDP ratio starts rising or they rather let the debt grow. We distinguish between discretionary and automatic response of primary balance of government actions, as captured by the structural component of public primary balance and by cyclical component of public primary balance. We show the existence of a systematic long-term relationship between debt and structural primary balance supporting the view that the long-term governments’ discretionary response to increases in the debt-GDP ratio is negative, that is, governments are not currently taking long-term actions that counteract the increases in debts and do not satisfy the intertemporal budget constraint. In the short term, an asymmetric fiscal policy response exploiting the output gap, by part of the political class of the countries considered, seems to emerge: it intervenes with a new deficit and debt when the output gap is positive, but it does not adopt a symmetrical correction when the situation is reversed

    Bureaucratic institutional design. The case of the Italian NHS

    We propose a model where a regional government’s choice of the number of bureaucratic agencies operating in a region depends upon the degree of substitutability and complementarity of the bureaucratic services being demanded. We show that, if the government perceives the citizens’ demand as a demand for substitutable services, it will choose provision by two independent agencies. If the government perceives the citizens’ demand as a demand for complementary services, it will choose provision by a single consolidated agency. Exogenous shocks to the number of citizens amplify these incentives. Evidence from the Italian National Health Service (NHS) supports this hypothesis. Results show a positive effect of proxies of substitutable services on the number of regional Local Health Authorities (LHAs) and a negative effect of proxies of complementary services. The major immigration amnesties, taken as shocks to the number of citizens entitled to the service, magnify these effects

    Assessing the ethics of prison policies to ensure human rights compliance. Suicides and self-inflicted critical events in Italian prisons

    Considering self-inflicted critical events (suicides, attempted suicides, self-harm acts, hunger strikes) in Italian prisons as indicators of the respect of inmates’ human rights, this study examines their relationship with the characteristics of the Italian prison system between 2016 and 2021, using a unique prison-level dataset covering the 188 national prisons. Both individual panel regressions and seemingly unrelated regressions show that reducing prison overcrowding reduces critical events. The same result is achieved by increasing mandatory treatments (restraint acts) performed discretionally by prison staff. Because the former policy is politically sensitive and difficult/costly to implement, policymakers may prefer to rely on the latter as a “death-avoidance strategy”, despite the greater likelihood of violating inmates’ human rights. These findings may help explain the increasing use of acts of restraint in Italian prisons in recent times

    Comparison of the Effect of Solid and Liquid Digestate on the Growth of Lettuce (Lactuca sativa L.) Plants

    As a consequence of the Russian invasion of Ukraine, Europe is facing a shortage of chemical fertilizers for agriculture. Therefore, the use of byproducts of biomass anaerobic digestion, e.g., solid (SD) and liquid (LD) digestate, could be a key solution to cope with this problem. In this framework, the present study aimed to evaluate the effect of both SD and LD, derived from the same feedstock, on the biometric, physiological, and biochemical parameters of lettuce (Lactuca sativa L.) plants. Compared to the controls, the plants treated with 3% (w/w) SD showed a reduction in leaf fresh biomass, chlorophyll content, performance index, fractal dimension, and antiradical activity, while vitamin C increased by 18.8%. An opposite response was observed for the lettuce plants treated with 3% (v/w) LD, which showed an increase in all the above-mentioned parameters, except for vitamin C, which decreased by 39.8%. Interestingly, the content of malondialdehyde, which is correlated with cell membrane lipid peroxidation, increased in the SD-treated plants (+39.7%) and decreased (−42.1%) in the LD-treated plants. These results strongly support the use of LD in agriculture as a valuable product to improve the productivity and nutritional quality of crop plants

    Opportunism and MPs’ chances of re-election: an analysis of political transformism in the Italian parliament

    We identify as political transformists the Italian members of parliament (MPs) who cross the aisle and vote for legislation opposed by their own political group—i.e., MPs who transform from the political opposition to the ruling parties (or from government supporters) into a force supporting the government (or opposition)—thus representing sources of party and governmental instability. Transformism, which characterized 471 MPs over the period considered, does not coincide with the broader phenomena of party switching already studied in political science. Once we disentangle the distinct behaviors, we study whether transformism helps extend the tenures of all 7128 MPs observed from 1946 to 2013. To the best of our knowledge, ours is the first work to consider the role of transformism in the survival of politicians. Our results suggest that transforming MPs suffer marked reductions in their survival probabilities, especially when compared with their fellow parliamentarians. However, transformist MPs, immediately after coming out as such, are more likely to survive than MPs remaining reliably loyal to their parties. That is, over time, transformists are punished by the electorate, but newly transformed politicians enjoy short-term comparative electoral advantages, thus shedding light on the relevance of a long-standing Italian political phenomenon

    Biochar improves the performance of Avena sativa L. grown in gasoline-polluted soils

    This study investigated the efect of soil contamination by diferent concentrations of gasoline on oat (Avena sativa L.) and tested the efect of biochar supply to the polluted soils on the performance of oat plants. Oat seeds were sowed in contaminated soils with diferent concentrations of gasoline: 0% (control), 1%, 2%, 6%, and 10% (v/w), and grown for 2 weeks. Germination, fresh weight, root and stem length, photosynthetic parameters (i.e., chlorophyll content, PIABS, FV/FM, and NDVI), and total antioxidant power were analyzed. The results showed a remarkable negative efect on almost all the investigated parameters starting from the gasoline concentration of 6%. Based on these results, a new experiment was run by adding 5% (w/w) biochar (a carbon-rich byproduct of wood biomass pyrolysis) to the 6% and 10% polluted soils to test whether adding biochar had a benefcial efect on oat performance. The results showed that biochar supply greatly reduced the negative efects caused by gasoline on all the investigated parameters

    Exploring sustainable alternatives: Wood distillate alleviates the impact of bioplastic in basil plants

    The growing interest in bioplastics and bio-based crop management products in agriculture is driven by the Sustainable Development Goals of the 2030 Agenda. However, recent research has raised concerns about the sustainability of bioplastics due to their potential negative impact on crop growth and yield, with implications for the environment and human health. In this study, wood distillate (WD) was evaluated as a natural enhancer of plant growth and defence system to mitigate the negative impact of a starch-based bioplastic on basil (Ocimum basilicum L.) plants. The study analyzed physiological and biochemical changes in basil plants subjected for 35 days to single or combined treatments of WD and bioplastic by measuring biomarkers of healthy growth, such as soluble proteins, sugars, vitamin C, and malondialdehyde (MDA). The results showed that WD promoted basil development, whereas the presence of bioplastic hindered it. Interestingly, WD did not affect sugars but increased vitamin C by 12 %, which is considered a positive effect as changes in sugar levels could indicate plant stress. In contrast, bioplastic resulted in reduced sugars (−41 %) and increased (+17 %) MDA level, while vitamin C content remained unchanged. However, when WD was added to plants grown with bioplastic, it elevated the levels of all examined parameters, except for sugars and vitamin C, which experienced reductions (−66 % and 33 %, respectively). Intriguingly, despite this reduction, the observed direct correlation between sugar and vitamin C contents was maintained, indicating that the decrease in sugar content may have reached a critical threshold. This study suggests that the use of WD has the potential to alleviate the adverse effects of bioplastic on basil growth and development and highlights the importance of adopting sustainable practices in agriculture, as well as the need for a critical assessment of the environmental impact of new technologies and products
